Notes for Application 持居留簽證入境在本市居留之外國人，應於入境之 日起十五日內向本中心申請外僑居留證。
Aliens who reside in Taipei City and who have resident visa must apply, within 15 days of arrival, for an Alien Resident Visa at the Taipei City Police Service Center
在台灣地區曾設有戶籍之雙重國籍華僑，初次申請 外僑居留證時，應檢附原有戶籍謄本一份。
Taiwan resident applicants with dual citizenship must provide a copy of their original household registration at the time of their first application for ARC.
居留外僑出境時，請攜帶護照及有效之外僑居留證 或重入境證，直接向機場、港口證照查驗單位，辦理出境查驗，出境後尚 須再入境者，出境前請至本中心辦理重入境證。
Alien resident wishing to leave Taiwan should carry with their passport, effective ARC or re-entry permit for exit verification at the certificate verifying unit of airport and harbor. Alien resident wishing to leave Taiwan and return must apply for a re-entry permit through the Service Center, prior to departure. Alien resident should carry with them, when departing Taiwan, their passport, ARC, and re-entry permit.
本市居留外僑於每年年初，應接受居留所在地警察 分局第一組外事警察人員之戶口校正。
Alien resident must report to the 1st section of the local police district between January and March of each year for an annual alien census check.
申請人得委託他人辦理。
Applicants must entrust their application to a representative.
外僑居留證若因污損或遺失重新申請者，每件新台幣500元。

外僑永久居留證
Information on Applying for a Permanent Alien Resident Certificate(APRC)
Rules and regulations for foreign residents wanting to apply for permanent alien resident status in the Republic of China (ROC), Taiwan (Immigration Law 23)
In order to apply for Permanent Alien Resident Status, applicants must qualify in one of the following categories: Be a foreign national over 20 years of age, who has legally and continuously held Alien Resident Certificate for at least seven successive years, during which time the applicant must have resided for more than 183 days at least each year within the ROC.
Before May 31, 2002, Aliens who have legally resided in the State over twenty years and there are ten years during which Aliens have resided for more than 183 days per year.
Be the spouse of a citizen of Taiwan or a child born before Feb. 10, 1980 with registered permanent residence in the Taiwan Areas who has legally and continuously held Alien Resident Certificate for at least five successive years, during which the applicant resided for more than 183 days at least each year within the ROC.
Whose mother is a citizen of Taiwan who has resided legally in the ROC for at least ten years, during which time the applicant must have resided for more than 183 days each year for at least five years within the ROC.
Aliens who have special contributions or high-technology requirements in R.O.C.
Those qualifying in any of the five categories outlined above may apply for Permanent Alien Resident status by providing the following documentations. A completed application form provided by the Police Administrations Department of Immigration Services.
Two photos (2.8cm*4cm).
Applicants original passport and two photocopies of passport (original will be returned to applicant after processing).
Applicants original Alien Resident Certificate (ARC) and two photocopies of the ARC (original will be returned to applicant after processing).
Two Applicants recent (within 3 months of application) health records attesting to the applicants good health issued by medical institutions qualified to issue the relevant documentation.
Applicants income statement and tax reports for the past 3 years preceding the time of application (Tel：2311-3711 #1116 or 1118).
Documentation attesting to the applicants property and assets, and special professional skills.
Proof of applicants property and assets include: Salary income statements documenting salary and tax withholdings for the past 3 years (applicants monthly salary must be at least twice the amount of the basic wage, equals to NT$ 31,680, set by the National Labor Union, and applicants latest 3 years working permit---from January 1 to December 31).
Documentation indicating the total net value of the applicants monetary assets and real estate, which must equal at least NT$ 5 million. Proof of: Two Bank Deposit Statements：statements which are issued by a financial institute indicating the applicants monetary assets (valid within one month).
Real estate: Two Real estate Appraisal Reports：within six months valid, issued by the certificated real estate appraisal company.
Property tax report：one original and two copies of Property Tax reports and Building Tax Reports from Tax Bureau and two original transcript of Land Registration.
Documentation indicating the total value of the assets held by the applicants spouse and children, be they foreign nationals or ROC citizens; or the total assets of the applicants parents.
Applicants special skills or abilities are subject to consideration by the ROC National Police Administration with concluding judgments decided on a case-by-case basis.
Applicant resided in the State by reason of Missionary：A certified letter from a qualified religious institution which registered in Ministry of the Interior. The context of letter should include： Full time working and no payment in the religious institution.
The applicants working period and job functions. The applicant should still work for the religious institution at the time he/she applies APRC.
That the applicant who works at religious institution should be over 20 years old and legally continuously held ARC and resided in the State over seven years during which the person has resided for more than 183 days per year.
After the applicant obtains APRC, that the religious institution should ensure and be responsible for the persons living expenses in Taiwan. Notes：
Chinese translation is necessary if the letter uses other languages besides Chinese.
Religious Permit Certificate from Ministry of the Interior or Corporation Registration Certificate.
The above of documents should enclose one original and one copy for each.
Police Criminal Record Certificate： One original and a copy of Police Criminal Record Certificate within the last five years which is issued from applicants home nation and valid within 3 months of issue (choose one option from a to c): The certificate should be issued from the government or central authority of applicants home country and translated into Chinese, both notarized by the ROC Embassy, Consulate or Trade Office abroad.

Relative legal documents: Working：Applicant work permit for the past 3 whole years (from Jan. 1 to Dec. 31) preceding the time of application.
Dependents：A transcript of household registration (valid within one month of application) and relative certificate such as Marriage Certificate or Birth Certificate. Notes：
Applicants who have special contributions or high-technology requirements in R.O.C. are exempt from the document requirements (IV) or (IX), (VI), (VII) and (VIII).

NOTICE:
If the applicant is granted Permanent Alien Resident status, starting from the second year afterwards, he or she must continue to reside within the ROC at least 183 days a year, or Permanent Alien Resident status may be cancelled. Special work related situations and extenuating circumstances may be reviewed and considered; on a case-by-case basis.
Notes：
The application for Permanent Alien Resident Certificate by foreigners will not be granted under the following conditions：
Those who are under the age of 20.
Those who have committed an offence whose sentence were at least imprisonment or those who have offended the social order and public morals in Taiwan in the past five years.
Those who file his/her application more than two years after qualifying as a permanent alien resident according to the Immigration Law.
Those who have no sufficient property, assets or professional skills to support themselves in Taiwan.
Those who failed to reside for the certain days regulated by the Immigration Law during his/her legal and continuous stay in Taiwan.
Those whose Permanent Resident Certificate has been revoked or cancelled under the facts regulated in the Article 31 of the Immigration Law.
Those who have failed the health(physical) examination.
Those who have possessed R.O.C. nationality and currently reside in Taiwan.
Those who are considered to have damaged the national interests of R.O.C.
